Hacker sites are individualistic: some are an eclectic mix of links &
information. Many are right up-to-date Java-scripted sites & make no apology
about it. Some sites are not available 24 hrs/day. And they change addresses
very fast.

free but can be configured to read & reply off-line. (I use it as my
news reader & can recommend it.)
If you are into the alt.binaries then see
here to see how to decode
them. (Quick answer is that it is just a Ctrl-B in Free Agent.)
Windows software resources
Most of these are huge, up-to-date sites.
With search engines indexing over 100 million pages you have to make
your site 'engine friendly' if you want to want to have them index you.
Using metatags (data about data) efficiently is part of the answer.
